Аннотация. В свете противоречий между Россией и Европейским союзом, а также в процессе обновления интеграционной повестки ЕС для стран «Восточного партнерства» Украина и Беларусь представляют особый интерес. Однако стремление оценить и спрогнозировать политику Минска и Киева часто отталкивается от текущей конъюнктуры. Эта статья – попытка найти максимально разносторонние причины и факторы внешней политики белорусских и украинских властей. Среди них – политическая система, экономические интересы и группы интересов, общественные настроения и способности общества влиять на государственную политику.
