Smart-digital Bulgaria (СИ)

Certainly, that  not expropriate (on - Bolshevik) present owners of the ground (over the specification), it is necessary to make a scale of the ground tax such that possession of a site over 2 specifications became economically unprofitable (the tax in hundreds times more). And the Earth under the real estate should be in the property of the owner that it could be on sale and included in the specification of possession. 

In the decision of agrarian questions it is necessary to be very cautious and to not involve people in an antagonism, national discussions and referend, with 3/4 pro here are necessary.
