Впервые к изучению Спинхемленда и его воздействия на классических экономистов автора подтолкнула та чрезвычайно активно стимулировавшая мысль социально-экономическая ситуация, которая сложилась после Великой войны в Австрии.
Здесь, в чисто капиталистическом окружении, социалистический муниципалитет установил порядки, подвергавшиеся яростной критике со стороны экономических либералов. Разумеется, некоторые элементы интервенционистской политики венских городских властей были несовместимы с механизмом рыночной экономики. И все же собственно экономические аргументы не исчерпывали эту проблему, которая в основе своей являлась не экономической, а социальной.
