The Special Council
The initiative to form a consultative body to advise the leader of the Volunteer Army was taken by V. V. Shul′gin in the summer of 1918, when he convinced General Alekseev to form a council to take care of governmental affairs in the conquered territories. N. N. L′vov also took part in this initiative. Initially nothing was done, but Shul′gin returned to the project at the beginning of August 1918 in collaboration with General Dragomirov. Consequently, on August 18, General Alekseev issued an order with a supplement (prilozhenie
), dated 20 August, entitled “A Proclamation on the Special Council attached to Supreme Leader of the Volunteer Army” (Polozhenie ob Osobom soveshanii pri verkhovnom rukovoditele Dobrovolcheskoi armii), in which the aims of the council were described and a number of departments (11 in total) were elaborated.
