Your paper has been reviewed and the report is enclosed. While we understand your concerns that the review process took so long, and while we appreciate your patience, let me say that 11 months is not at all an unusual period for a mathematics journal. This is especially true for a paper, such as yours, that is outside the mainstream of current research and for which it is difficult to find reviewers. It is not easy to find someone who will devote a significant amount of time for a task that does not promote his own research. This is no one's fault, only the normal situation in journal editing. In the present case we were fortunate to find someone who was willing to go beyond the usual thoroughness expected of a reviewer, and we hope you will appreciate his devotion. The review reveals some positive and some negative aspects to your paper. The paper points in new directions, and we appreciate that. At the same time the referee sees significant weaknesses, which can be easily read in the report, and which I will not repeat. The editorial board decided that, on balance, this report does not provide evidence of a paper that comes up to our standards. We have also had informal reports in the same direction. Unfortunately, we have reached the final decision that we will not accept this paper for ATMP. Здесь непонятно что такое informal reports, существуют ли они на бумаге или просто кто-то кому-то что-то шепнул. И непонятно, зачем он мне это говорит. Как может быть аргументом для математического журнала то, что кто-то что-то сказал, а автору не сообщают что было сказано?
