I think the paper is not suitable for JPCO. In my view the paper would be more suitable for a philosophy of science journal than a physics journal. Of course it is OK to propose new points of view and to challenge accepted knowledge, however the proposal that quantum theory should be based on discrete mathematics seems rather speculative to me. I do not think that this paper will have the right level of scientific rigour and/or will be interest to the mathematical physics community.

Я написал протест, а потом дополнение к нему. В них написал, что решение редакции полностью противоречит официальной политике самой редакции. Во-первых, я не получил двух отзывов, аргументы этого члена редколлегии даны без всяких объяснений, его мнение – это просто “subjective assessment”, которые, как они клянутся, они не принимают, а фраза “the proposal that quantum theory should be based on discrete mathematics seems rather speculative to me” просто смехотворна. “Quantum” имеет смысл “дискретный”, и поэтому это предложение можно перефразировать так: “the proposal that discrete theory should be based on discrete mathematics seems rather speculative to me”. Т.е., этот член редколлегии не понимает основ квантовой теории и научной этики, что никакие отрицательные утверждения не должны делаться без обоснования. Когда журнал организовался и его рекламировали, то писали, что т. к. редакционная политика нестандартная, то они ее объясняют рецензентам. Но здесь выясняется, что даже член редколлегии поступает в полном противоречии с этой политикой.

Мне написали, что протесты посланы в Editorial Office и "ждите ответа". Я долго ждал, а потом написал им, что они полностью нарушают свои же правила и я отзываю статью. В ответ получил письмо, в котором, в частности, написано:

We are sorry to hear that you are so unhappy with the review process. We do understand your frustration, particularly as it does currently give the impression on our homepage that all articles will receive two referee reports. I thank you for bringing this to our attention. This information is unfortunately wrong, and I have requested as a matter of urgency that it is changed to be a true reflection of our peer review policy:

"This journal operates a single-blind peer review policy. All submissions are preliminarily assessed for editorial suitability by an in-house editorial team, and in some cases also by the Editorial Board, ahead of formal peer review. Articles that are considered inappropriate for the journal at this initial stage will be rejected without further review… Your article received a preliminary report from the editorial board, and was rejected based on their recommendation. Your appeal had been sent back to the editorial board for further consideration, but we have not yet heard back from them. We have therefore withdrawn your article from consideration as you requested, and you are free to submit it elsewhere.
