They now turned and took a last look at the Emerald City (тогда они обернулись и в последний раз взглянули: «бросили последний взгляд» на Изумрудный Город).

All they could see was a mass of towers and steeples behind the green walls (все, что они смогли разглядеть, это было скопление башен и шпилей за зелеными стенами; mass — масса; скопление, куча; steeple — колокольня; башня; шпиль), and high up above everything the spires and dome of the Palace of Oz (и высоко над всем этим /возвышались/ шпили и купол Дворца Оза; spire — шпиль, игла, острие).

Dorothy said nothing (Дороти ничего не сказала). Oz had not kept the promise he made her (Оз не сдержал своего обещания, которое он ей дал), but he had done his best (но он сделал все, что смог; to do one’s best — сделать все от себя зависящее), so she forgave him (так что она простила его; to forgive). As he said, he was a good man, even if he was a bad Wizard (как он и сказал, он был хорошим человеком, даже если он и был плохим Волшебником).

"Oz was not such a bad Wizard, after all," said the Tin Woodman, as he felt his heart rattling around in his breast.

"He knew how to give me brains, and very good brains, too," said the Scarecrow.

"If Oz had taken a dose of the same courage he gave me," added the Lion, "he would have been a brave man." Dorothy said nothing. Oz had not kept the promise he made her, but he had done his best, so she forgave him. As he said, he was a good man, even if he was a bad Wizard.
